Academic Policies
ACADEMIC POLICIES
Each institution will designate
an appropriate academic officer, referred to hereafter as the Dean, who
will have the authority to provide the academic services and decisions
in Tulsa provided for in this document. Unless specifically modified by
this document, students enrolled in coursework at the Research and Graduate
Education Center are subject to the academic policies and procedures pertaining
to that enrollment of the institution offering the coursework. Unless
specifically modified by this document, students admitted to a degree
program by one of the participating institutions at the Research and Graduate
Education Center are subject to the academic policies and procedures of
the institution to which the student is admitted.
Faculty and Staff
Each university will hire its
own faculty and staff and operate its own graduate and research programs
consistent with its own policies and procedures.
Graduate Admission
A student who is admitted to
the Graduate College of University of Oklahoma may transfer to the Research
and Graduate Education Center in Tulsa, subject to the rules and regulations
of the University of Oklahoma. A student who is admitted to the Graduate
College of Oklahoma State University may transfer to the Research and
Graduate Education Center in Tulsa, subject to the rules and regulations
of Oklahoma State University. Students may not be simultaneously admitted
to a degree program at the Graduate College of the University of Oklahoma
and the Graduate College of Oklahoma State University without the written
permission of the Dean at each institution. A student who wishes to change
affiliation to the other participating institution will file a change
of status form with the Center.
Graduate students transferring
to the Center from the University of Oklahoma or from Oklahoma State University
will not be assessed an application fee by the Center or by either participating
institution.
Students not already admitted
to one of the Universities will apply to the Center using a single application
form. On the basis of their credentials and educational goals, students
may apply for either admission to one of the institutions, or apply for
simultaneous admission to a degree program offered cooperatively by the
institutions, or apply for admission in non-degree-seeking status. Students
may transfer between OU and OSU without additional application fees.
Admission to one of the institutions
Students applying for admission
to the Graduate College of the University of Oklahoma or the Graduate
College of Oklahoma State University will meet the admission and retention
standards of the institution to which they are applying.
Simultaneous admission to a degree program offered cooperatively by the
institutions
A student may apply for simultaneous
admission to certain degree programs that are offered cooperatively at
the Center by the University of Oklahoma and by Oklahoma State University.
In the case of an application for simultaneous admission
the student must meet the admission
requirements established by each institution;
each institution must approve the admission;
all courses taken by a student enrolled through the Center will be treated
as resident credit by both OU and OSU, except that in all cases the majority
of hours applied toward a degree must be earned from the degree granting
institution;
once the student declares the institution from which s/he will seek the
degree, the student must meet the retention standards of that institution.

Prior to declaring the institution from which s/he will seek the degree,
the student must meet the retention standards described for students admitted
in non-degree-seeking status.
A student who interchanges more than eight hours of credit between either
Oklahoma State University or the University of Oklahoma under provision
of (c) above must petition the Dean from the degree granting institution
for permission to apply transfer credit from a third institution toward
their degree program.
Admission as a Non-degree-seeking
Student
Students who are not already
admitted to the Graduate College at one of the participating institutions
may be admitted in non-degree-seeking status to the Center. A student
who has earned a baccalaureate degree or the equivalent and
has earned at least a 3.00
grade point average over the last 60 hours of letter-graded undergraduate
bachelor's degree work at an accredited college or university; or
a 3.00 average over 12 hours of letter-graded graduate work from an accredited
college or university
may be admitted in full standing to the Center in non-degree-seeking status.
Students admitted in non-degree-seeking status are eligible to enroll
in any course offered at the Center for which they meet prerequisites.
Students admitted in non-degree-seeking status are not eligible to transfer
this admission to another site where the University of Oklahoma or where
Oklahoma State University offers courses except by permission of the relevant
institution.
A student in non-degree-seeking
status is not a candidate for a degree, nor does admission in non-degree-seeking
status offer assurance of future admission to a degree program. If the
student is later accepted for a degree program, courses taken while in
non-degree-seeking status may be used to fulfill graduate degree requirements
only if accepted by the relevant institution. Many degree programs may
have specific limits on the number of credit hours earned in this status
that may be accepted in meeting degree requirements. Students are responsible
for checking these requirements before enrolling in non-degree-seeking
status. Courses taken in non-degree-seeking status will be used in calculating
the grade point average for purposes of satisfying degree or retention
requirements.
Students may complete up to
fifteen hours of enrollment in non-degree-seeking status. The institution
or institutions offering any of the coursework for any proposed enrollment
beyond fifteen hours must approve enrollment in those courses.
Change of Status
An application for change of
status will be filed when a student wishes to either declare an institutional
affiliation or to change an institutional affiliation. In all cases, the
institution with which the student proposes affiliation must approve the
change.
A student admitted in non-degree-seeking
status who wishes to be admitted to one of the participating institutions
will file a change of status application with the Director of the Center.
This form must be filed within the first fifteen hours of graduate enrollment.
A student admitted to one of
the participating institutions who wishes to change their institutional
affiliation to the other institution or to non-degree-seeking status will
file a change of status application with the Director of the Center.
A student simultaneously admitted
to a degree program offered cooperatively by both institutions must file
a change of status application with the Director within the first fifteen
hours of graduate enrollment.
A change of status application
will be denied if the student is not in good academic standing on the
effective date of the proposed change. This requirement may be waived
only with the written permission of the proposed institution.
Only one change of status form
may be pending at any given time for any student.
Undergraduate Admission
An undergraduate student who
is admitted to the University of Oklahoma may enroll in courses offered
at the Research and Graduate Education Center in Tulsa with permission
of the Dean, subject to the rules and regulations of the University of
Oklahoma and the institution offering the course. An undergraduate student
who is admitted to Oklahoma State University may enroll in courses offered
at the Research and Graduate Education Center in Tulsa with permission
of the Dean, subject to the rules and regulations of Oklahoma State University
and the institution offering the course. Undergraduates who wish to enroll
in a graduate course must receive the permission of the institution offering
the course.
Undergraduate students from
the University of Oklahoma or from Oklahoma State University enrolling
in courses offered at the Center will not be assessed an application fee
by the Center or by either participating institution.
Graduate Retention
Students who are admitted to
a degree program must meet the retention standards of the institution
offering the degree. Institutions may require students to maintain a minimum
institutional grade point as well as a minimum grade point at the Center.
Students who are simultaneously admitted to a cooperatively offered degree
program must meet the retention standards of both institutions during
the period of simultaneous admission.
All students admitted in non-degree-seeking
status must maintain a 3.0 grade point average on all course work attempted
and must earn no grade of "F,’ "U" or "NP." A
student admitted in non-degree-seeking status who fails to maintain a
grade point average of 3.0 on all course work or who earns a grade of
"F," "U" or "NP" will be placed on academic
probation.
Students admitted in non-degree-seeking
status who are placed on academic probation will be evaluated each semester
and at the end of the semester in which fifteen hours of course work in
non-degree-seeking status are completed. The probationary period consists
of these hours. Those who fail to attain a cumulative grade point average
of at least 3.00 in all courses after this probationary period or who
earn a grade of "F," "U" or "NP" during
the probationary period will be denied further enrollment except by permission
of both Deans. Any time a student admitted in non-degree-seeking status
is placed on probation a third time, s/he will be denied further enrollment
at the Center.
Undergraduate Retention
Undergraduate students will
be subject to the retention requirements of the degree-granting institution.
Enrollment
Graduate students in good academic
standing at either the University of Oklahoma or at Oklahoma State University
may enroll in any course offered at the Center for which they meet the
prerequisites. Undergraduate students in good academic standing at either
the University of Oklahoma or at Oklahoma State University may enroll
in any undergraduate course offered either at the Center for which they
meet the prerequisites. Undergraduates who wish to enroll in a graduate
course must receive the permission of the institution offering the course.
Students who are stopped from
enrolling at one participating institution may not be admitted to the
Center nor may such a student enroll in courses offered at the Center
by the other institution unless the Deans from both institutions consent
in writing. The Director of the Center will initiate procedures to assure
that the necessary information has been exchanged in order to comply with
this provision.
Full-time enrollment for graduate
students is nine or more credit hours during the fall and spring semesters
and four or more credit hours during the summer session. A graduate assistant
holding a 0.5 FTE appointment will be required to enroll in at least six
credit hours during the fall and spring semesters and at least three credit
hours for a summer session to be classified as a full-time student at
the Center. A student may not carry more than 16 hours per regular semester
nor more than nine hours per summer session without the written permission
of the Dean(s) of the institution(s) offering the courses.
A graduate student may enroll
as an auditor with the consent of the instructor.
Resident Credit
Each institution will publish
a list of degree and certificate programs offered by that institution
at the Center. For these degree and certificate programs, all courses
taken by a student enrolled through the Center will be treated as resident
credit by both OU and OSU, except that in all cases the majority of hours
applied toward a degree or certificate must be earned from the degree/certificate
granting institution. Individual degree programs may impose more stringent
residency requirements; students are cautioned to contact the academic
advisor in their academic unit regarding resident credit regulations.
Finally, students must maintain the institutional grade point established
in each institution’s retention standards in order to remain in good academic
standing.
A student who interchanges

Financial Aid
Financial aid will be the responsibility
of the institution offering the degree that the student is seeking.
Students who have been simultaneously
admitted to cooperatively offered degree programs must declare which one
of the two institutions will manage their financial aid during the period
of simultaneous admission. This declaration will remain in effect until
the student declares the institution from which they will seek their degree,
at which time the degree granting institution will manage the student’s
financial aid.
Students in non-degree-seeking
status are not eligible for financial aid unless taking courses that are
necessary for admission to a degree program. Students to whom this applies
should contact the financial aid office of the institution offering the
degree to which they are planning to apply.
For the purposes of financial
aid, the regulations of the institution managing the aid will determine
full time status.
Academic Appeals
A student wishing to file an
academic appeal will follow the procedures of the institution responsible
for the academic decision being appealed. In cases where the decision
being appealed is joint in character, such as admission to cooperative
degree programs or admission in non-degree-seeking status, the student
must elect which institution will handle the appeal. Once the student
has made this election, the appeal may not be re-filed with the other
institution.
Academic Misconduct
Charges of academic misconduct
will be handled under the procedures of the institution bringing the charges.
In cases where the misconduct might involve both institutions, the institutions
will mutually agree in advance which institution will file charges and
the other institution will waive the right to pursue the matter independently.
Each institution agrees to
honor the academic misconduct sanctions of the other institution with
the exception of annotations to transcripts or other permanent academic
records.
Student Code
Students admitted to or enrolled
in courses offered by the University of Oklahoma will have the obligations
and privileges established in the University of Oklahoma Student Code
of Responsibilities and Conduct for the Norman Campus. Students admitted
to or enrolled in courses offered by Oklahoma State University will have
the obligations and privileges established in the Oklahoma State University
Student Code. Students admitted to cooperative degree programs will be
governed by the Student Code of the institution managing their financial
aid. Students admitted in non-degree-seeking status will have obligations
and privileges established jointly by the two institutions; to the extent
possible, these obligations and privileges will be consistent with the
student codes of each institution. The Director of the Center will coordinate
a review of the two Student Codes and develop a common document for each
institution’s approval, to be used for students in non-degree-seeking
status.
